Build and Conquer Air Defense Tier List: CIWS vs Arrow by Threat
Compare the recorded CIWS and Arrow 3 roles, prices and limits, with recommendations scoped to the threat each can engage.
What is the dataset and ranking rule?
This comparison uses two visible building cards in one October 13 recording. Its rule is target suitability first, then recorded construction and recurring costs. A more expensive unit cannot outrank a cheaper one against a target its own tooltip excludes. PAC research durations from a different source are not inserted as combat scores.
| Objective | Relevant inspected choice | Reason and limit |
|---|---|---|
| Defend against drones | CIWS | Drone engagement is named; no measured success rate |
| Defend against cruise missiles | CIWS | Cruise-missile engagement is named |
| Add high-altitude ballistic defense | Arrow 3 | Stated specialist role with minimum engagement altitude |
| Choose a universal best interceptor | Unranked | Missing matched combat, range and reload data |

How do their recorded costs compare?
| Attribute | CIWS | Arrow 3 |
|---|---|---|
| Construction quote | $10,000 | $40,000 |
| Construction seconds | 40 | 80 |
| Listed upkeep / pay cycle | $45 | $130 |
| Stated placement limit / city | 8 | 12 |
| Steel construction need established by selected tooltip | Not established | 400 |
| Drones | Named target | Explicitly cannot engage |
An unestablished CIWS steel field is not a verified zero. Arrow’s larger placement allowance is not a larger ammunition magazine, and the 80-second construction time is not its reload timer.

What should you prioritize at different stages?
Against observed drone pressure, prioritize a defense whose card includes drones and a recurring cost the city can sustain. Adding Arrow 3 solely because it appears later in progression does not solve that specific targeting mismatch. Against high-altitude ballistic attacks, investigate that specialist layer while retaining suitable defense for other threats. These are recommendations from the target restrictions, not claims from a controlled raid test.
A complete roster ranking still needs same-build evidence for Sea RAM, PAC and other systems, including ammunition state and engagement conditions. They remain unranked here rather than receiving invented S/A/B scores.
