The selected Large Military Factory card supplies the category condition. The September 29 Large Supermarket panel says city level 3 and 5,000 population without printing the house breakdown. Retain each panel’s scope instead of interpreting the shorter label as proof that houses no longer matter. Neither frame provides an exhaustive list of level-3 unlocks.
How do you close the right population gap?
- Open the building you are trying to place and read its level condition.
- Compare total residents with the total target.
- Read the residents counted in houses separately; do not substitute apartments.
- Choose a currently eligible house, copy its current capacity and round the required number of new buildings up.
- Recheck utilities and actual resident counts after construction.
For example, a hypothetical city with 5,200 total residents and 1,200 in houses has met the total in this record but remains 300 house residents short. With an entered capacity of 25 eligible residents per house, the arithmetic is 12 additional houses. Capacity is an input example, not a newly verified house statistic. The house residents belong within the total; do not turn the two conditions into a 6,500-resident requirement.
Does meeting the city gate make the factory usable?
No. The same factory tooltip still lists water, 100 energy, 25 workers, $100 upkeep per pay cycle and 120 steel to build. It must be within four studs of a road. Those operating and purchase conditions remain separate from the population test. Its recorded storage is 750 steel, 1,000 fuel and 500 weapons; these are storage capacities, not free starting stock.
The checklist uses this dated two-counter record. Passing it means the recorded population conditions are satisfied, not that every current server, research prerequisite or material requirement has been tested.
